I'm surprised you manage to run Windows with such limited free space. The first thing I'd try is Disk Clean-up and choose the option to clean System Files, then move at least 5GB of files off drive C:, before expanding the partition. If necessary, temporarily uninstall a big program. You might not be able to backup your files until Windows has more free disk space.
