how to factory restore a dell inspiron windows 7

um on my pc the f8 buttion dosent do anything
so I cant restore my pc. and my pc doesn't boot up so I cant go to the settings and do it that way either. please help

You are probably not pressing F8 at the correct time, or not keeping it pressed for long enough.
