Yeah I definitely won't be overclocking, and will probably undervolt my 3570k a bit just to be safe. I just need this 450W to hold me over until their 600w SFX comes out.
 
i would NOT run a 290 on a 450W no WAY! even if it "works" it will be working the the PSU very hard and drawing its life close to its end faster, and with higher chance of failure. AMD GPU's tend to be much more power hungry than say an Nvidia card...but the 290 specifically is a big power hog, and to ensure safe headroom you will want more watts from a quality brand like seasonic, xfx, antec, corsair tx
 
It is a really nice PSU, but R9 290 and R9 290X are the most power hungry card on the market, so if you haven't purchased your GPU yet, or still can return/exchange. I would strongly recommend you to either purchase a GTX 760 or even GTX 750 Ti for lower power consumption. Or wait for the new Maxwell for supposedly lower power consumption in general.

I know you're trying to make a nice compact steam machine, but the true is, those slim HTPC cases are tricky, and some of them only support SFX like yours, but there are other ones that supports normal ATX. Therefore, if you prefer the SFX case then sacrifices is needed.

I wish I could at this point, and would consider trading it for a 780 since it has low power consumption but I ordered it back when ShopBLT had them in stock and I've been waiting for the RVZ01 case to finally come out. Now that it has, it doesn't seem like the best idea to run it on the 450W PSU.
 
Yea, I'm sorry but it's really not recommended to run with only 450W. It will most likely boot up, but any gaming will bring the system down, and even burn up the PSU as it just cannot provide the required wattage. I was really excited for the case also, but I also knew that it won't fit for my need since I can't live with only 450W, or I just ended up using an APU.

Your best bet right now is to wait for higher wattage SFX PSU, or GTX 750 Ti, or new case.
GTX 750 Ti is still capable of beating any console on the market.

I really like the case though, I'll probably just trade or sell for a 780 since my card is brand new.

The 780 is almost 50W below the 290 in most reviews, I think I'd be comfortable with that on a 450W, at least untill the 600W comes out.
