how to fix a broken memory card?

so i plug my memory card to my pc (via card reader).it only shows the memory card name but no disk size no used space free space slider nothing.i try to open it and windows tells me to format my mem card. then i try format it but windows says it can't format it i tried cmd stuff to clean and repair it in cmd with diskpart it says my mem card is only 30mb (it was 4gb). when i try to create new partition it says that it can't create new partition because there is insufficient space to create partition.so i can't continue the process shown in this page (https://www.easeus.com/partition-master/sd-card-wont-format.html) please help.

I have had luck in the past using linux to format drives that weren't responding in Windows. You can create a bootable USB linux install fairly easy to try it out. That's assuming the memory card isn't just faulty/broken.
