Question How to fix a PC stuck on BIOS boot screen?

Hey y’all. I recently acquired a pc off of Craigslist with a 4790k, 32 Gb mem, 1 tb ssd, and an Asus mobo although I cant remember which atm. I had just gone into the BIOS and switched my cpu cooler fans to silent from standard, the cooler is a Corsair liquid cooler something like an h100i, and to performance mode from standard mode or something. Upon restart my computer wouldn’t get past the ASUS BIOS screen. I’d had this problem before w this pc and only had to press shift f8 for it to get past that screen but now that’s not working. I also replaced the CMOS battery just now and no luck still. Any ideas? Thanks in advance
 
Replacing the CMOS battery may not have helped, only to add to the issue. The CMOS memory may now be reset to defaults.
But since you already did that, might as well go the next step and do a BIOS reset, either with the jumper or (if equipped) with the reset button.

another thought... If you have another PC, make a bootable flash drive or DVD from the MS download tool and see if you can get the PC to boot to the Win install pgm. From there you should be able to use the repair option.

You might also try tapping F12 at boot and see if you can get to the boot options screen

Ok, I don’t have a flash or DVD so is there anything I can do without one of those?
 
No, except resetting the BIOS there's not much you can do without a CD or USB drive (unless you have 1852 floppy drives and determination, it's possible to write win10 on this much drives)

To reset your BIOS the best reference would be the manual. If you lost it no worries, google your motherboard model "bios reset" (it's defintely written somewhere not blocked by any parts, on the motherboard, for example mine's name is just under the processor slot, it should be something like ASUS-PRIME B250-PRO) and you should find the guide on its site. It most likely has some button or jumper on it to reset BIOS.
