How to fix an error or somekind of it in Windows 8.1

When I log on to my user and go to the start screen a window popped up and says 'please wait' but I've been waiting for about an hour now and it's still not responding! There's also a cancel button but it won't cancel!

I don't know if it'll work for you, but it worked at my sister's laptop since she has also 8.1:

1. log in the affected account

2. press windows key + r

3. type "taskkill /f /im restoreoptin.exe" (remove the quotes) then hit enter

after that you should create a new administrator account (local one) so it wont be a problem or try disabling it on msconfig (startup)
