how to fix black ops 2 multiplayer error

Well I got blackops II about 2 weeks ago (for pc) and ever since then I've been trying to play online. All it shows is "The Call of Duty: Black Ops II server is not available at this time. Please try again later or visit
http://www.callofduty.com/blackops2/status for updates."

I've tried my best to do what I can but I don't know what to do.

yep i had this error for a whole year and the only thing that fixed it was switching my isp, the game doesnt detect the ip address is what know and doesnt doesn't send bytes either so i know it is something with the network
