When I "ON" the Laptop during loading message appears as " Your PC HAS RAN INTO A PROBLEM SO WE ARE COLLECTING THE ERRORS & RESTARTS FOR YOU:IRQL_NOT_LESS_OR_EQUAL

depends on the error code that appears with the error text. without it the answer is impossible.
use blue screen viewer to find out what the dump logs say. or turn off automatic restart by hitting F8 at the boot splash screen to get the windows boot options.
1s done you will see the bsod with error code the next time the system crashes. post that info here.
if your running win 7 then make sure hpet is enabled in bios. win 8 it's best left disabled.
