Question How to fix harware reserved RAM?

Built a PC for my friend over the weekend.
Windows is only using 8gb of the RAM, and the rest is listed as "hardware reserved" in task manager.
What would be a potential fix?

I installed 16gb of 3200mhz ram. (2x8gb)
It says that 8gb of it is hardware reserved.
I'd like to be able to use all of it.
