OK...

Type in Language Settings in the search bar.
Scroll down and click on Administrative language settings under Related Settings.
Under Language for non-Unicode programs, click the Change System Locale button.
What does it say for Current System Locale? (I have English (United States) and Beta is unchecked.

Not all software uses the degree symbol (° ) since it is somewhat superfluous. Instead they show C for Celsius anf F for Fahrenheit which is more useful information.

Did you even open link with a picture? It was fine before. Only started to happen after reinstall. And I want to know where and what I did wrong
 
OK, so I've install HWINFO and I'm still unable to duplicate the issue. I'm still seeing the Degree Symbol °

Let's go back to the Character Map. Can you confirm that under the Arial Font, the code for the degree symbol is U+00B0?

Click on the degree sign which is located about in the middle of the first page of characters:

Yes. I even tried to reinstall HWinfo

I had Beta on. After turning it off, everything is fine now. Thanks)))))))))))))
