How to fix laptop battery charging but not full

pls my compaq laptop charge but not full its stop between 30% to 40%. pls how can i make charge ful to capacity

They wear-out over-time.
However, some laptops have software included by Hp or Dell, that enables you to calibrate the battery. Sometimes you can find that software inside Control Panel, or inside the Bios.
