How to fix motherboard fail to post

my ECS A780GM-A MOBO fail to post and the cpu
fan run for a few sec.and stop

how do you know its the motherboard? could be psu or ram or anything - TRIAL AND ERROR

reseat everything first up

Can u reset the BIOS?
Reset the CMOS memory the right way as is described in the motherboard manual using the clear CMOS link with the power cord unplugged.

The motherboard was given to me by a friend who upgraded to Intel I5
he told me it's working before take to me.

I buy new Orion 585W PS and 2 Kingston KVR667D2N5/1G DDR2 Ram
the CPU and fan Heatsink come with the MoBo witch is AMDPhenom X4 9500
2.2GHz Raw Quad Core.
I connected the new PS and Ram pwr up with the red pwrbtn on board
the kb lights on and off and the Heatsink fan run in a few sec. off no post
no video....

I try reset COMS using clrcmos jumpter 23 10sec 12 no luck....
