How to fix mouse lag

I have looked at a couple of solutions for this, but none seem to really apply to me. My problem is that whenever I open Google chrome my mouse's sensitivity slows dramatically (so I have to drag my mouse over my mousepad multiple times to get to the other side of my screen. This wouldn' t be so bad if I wasn't a gamer. When my round starts on CSGO (a multiplayer shooter I play) my mouse slows down considerably. But what is most annoying is that in the middle of the round it will slow down randomly and I usually lose because of it. My theory at the moment is that it's my internet as my mouse seems to slow down when it's struggling. I didn't change anything before the changes started happening, I've had my computer for about three years and I've had the same internet for about that time as well. I would like to know how to any fixes for it or anything I should upgrade/replace. Any answers are well appreciated, thanks.
 
First thing I would do is trying uninstalling google chrome fully with revouninstaller portable

Open the program, right click google chrome, click advanced uninstallation, proceed with the onscreen directions.

Reinstall google chrome. If that doesn't work, uninstall again with the same method and download the portable version of google chrome

Thanks for your answer but I don't think this what I should do. I tried the first option you suggested anyway but that did nothing. The thing is the games that I am playing aren't on chrome, I use a program called steam (http://store.steampowered.com/) to play my games. So, it isn't just chrome, and i'm sure that my mouse would lag on any other program that is connected to the internet. The only reason i mentioned just those two was because those two were the only two that I used and had seen the problem with. So, if you have any different solutions now, please reply!
