An out-of-frequency problem occurs where the computer is being asked to display an image at a higher refresh rate than is supported by the monitor. This is a hardware saving step, as displaying an unsupported refresh rate on a monitor can damage the components therein, rendering it potentially useless. Fixing this problem requires that you take a conservative approach, setting your refresh rate as low as possible.
