How to Fix out-of-Frequency Problems on a PC

An out-of-frequency problem occurs where the computer is being asked to display an image at a higher refresh rate than is supported by the monitor. This is a hardware saving step, as displaying an unsupported refresh rate on a monitor can damage the components therein, rendering it potentially useless. Fixing this problem requires that you take a conservative approach, setting your refresh rate as low as possible.

Restart the computer and tap "F8" as the computer is loading.

Select "Safe Mode" and press "Enter."

Right-click on the Desktop and select "Properties."

Select "Settings" and click "Advanced."

Click "Monitor" and select the lowest supported refresh rate from the drop-down menu.
