You have to find out first where the packet loss is happening. You need to do a trace route to say Google.com or to CS's servers to see if it is on your end or out in the web then go from there.

You tell whom ever is causing the problem to fix their stuff. If it is your ISP you talk with them. If it is your stuff you figure out why it is acting up or replace it.
