how to fix pc stuck starting windows without logo?

I have a computer when i start it it shows the options start windows normally or start windows (repair) i tried using start windows normally and gets stuck on Starting windows screen but its without the windows logo and if i try the repair, it shows the loading windows files screen and then shows a black screen without a cursor or anything, and i also tried to boot it from a format cd and when i do it just shows the 2 options again and they do the same thing! help please!
