You may have a virus or corrupted user files.
Try this first

Still have problems create a new user and try the new account and see if it works.

The link provided and subsequent processing did not clear the problem.

I get the message when I open the Control Panel and then try to select one of the Categories, like "Network and Internet Connections"

I can't set up a new user because of the same message when I try to select "Performance and Maintenance".

I hope you have other suggestions, I can operate the system for email and google searches and such but cannot control the OS responses.

Get the run command up one way or another. Either hit Windows key + R, click start and go to run, or open the task manager with Ctrl+Alt+Del and click file and then new task, but whichever way you do it, get a run command box up..

Then type

control userpasswords2

and you should be able to create a new user.
