How to Fix System index out of range error in city skylines

I was playing and this popped up and it didnt close i restarted the game and when i boot the save it shoes the error and i press x on it it goes away but i cant select a building or use the building bar and the building have shadows as if theres no ground and the river is grey. Been playing for 20 hrs i hope it can be fixed. Thanks in Advance.

This can happen in games that involve world/city building. It usually means some files in the world/city are corrupted or missing.

If this is happening even just selecting new buildings, it may not be specifically a city you've worked on for hours and built.

If verifying the game file cache in Steam doesn't work and you have no backup save, unfortunately you may have to build a new city if one you've built is corrupted.
