Question How to fix the CPU on my Lenovo laptop from running so slow at base speed of 0.2 Ghz ?

I'm having continuous random problems of turning on my Lenovo Yoga 7 14ITL5 laptop on and the CPU running at only 0.2Ghz base speed even though it should be 2.80 Ghz ?
