How to fix

So I don't know how to explain this problem but you can watch this video to explain it https://twitter.com/RealCOOLGHOST/status/842464530181566468 that's when I load into safe mode but when I don't and it starts normal it just loads item by item and I don't know how to fix it.
Computer specs:
Intel Pentium 4
ATI Radeon HD360 and my computer name is DELL OPTIPLEX270

Most likely a failing hard drive. Get a new one, install Windows clean on that.
