I am getting a lot of both sides on this and nothing concrete. Can I flash this BIOS from windows? If so, How?

The windows utility tool says it is only good for up to windows vista and I have windows 10. That is why I am flashing the BIOS to begin with.

If I cannot use windows, do I just load up the files to a usb and use the BIOS?

I downloaded the package file from Asrock's website, which of these files go on the usb?

This is my first time doing this and really do not want to brick my board. Thanks in advance.

Solution
Do not update the BIOS on the board unless your having issues that a update is stated to fix.
Your asking for problems. If it's not broke then don't try to fix it.
Their tons of post here where people think yes got my new PC running now lets update the BIOS and bricked their boards.

the right advice posted above for sure

even asrock states that on the download page

Please read the information below before downloading or updating your BIOS
We don’t recommend users to update the BIOS if their system is already running normally. ASRock® assumes no responsibility for any damages caused by improper operations of downloading or updating the BIOS. Before you download or update the BIOS, please read " (How to Update)" below carefully. After updating BIOS, all the settings will be reset to the default.
Please update to the latest BIOS with Instant Flash or Internet Flash in the UEFI setup if you are using Windows 10.

as you also see theres a ''HOW to update bios '' link as well to review

http://www.asrock.com/mb/AMD/970%20Extreme4/?cat=Download&os=BIOS

my asrock z87 is still to this day on first release bios works great yet to see any need to update it

I have been through that link and the info is quite old. The windows option is only for XP and vista. Not even sure it would work for 10.

As for doing it or not, I am having quite a few issues. As the current driver is for vista or windows 7, it may explain the computer not waking from sleep and only starting up after three resets. I have trouble shot everything else besides the mobo. Not sure what else to do.

oh, your using that malware called win-10 ? sorry your on your own . good luck , flashing procedures have not changed all that much if any like the instant flash ways

that's pretty standard older boards used floppy whebn there was no usb sticks around and now use the usb stick way

http://www.asrock.com/support/BIOSUI.asp?cat=BIOS

method 1 with a pendrive is the way I prefer

check your manual page 54 here from this
