How to focus all the internet on 1 PC in pubic place ??

Hi. I am in public place where internet is free. I want to download some files on utorrent but there are many users on this internet and the download is going slow. I went in the router 192.168.1.1 and I see tomato firmware. I need to know how to limit other users internet for short period for my downloading to go faster.

That is quite unethical, and likely illegal. Everyone else has just as much of a right to it as you do.
