How to format hard drive with windows on it

I already made a few threads on how to fix windows boot manager without any of the solutions working, so i decided to just completely wipe my old drive.

Right now my boot drive is a Crucial MX300 M.2 275GB drive and the hard drive is a Seagate Barracuda 1 TB 7200RPM SATA.
I want to format the HDD

I tried using a command in elevated cmd but it wont let me.
And of course windows disk manager is as useful as my dog to wipe the drive.

Just in case that might help here is my PC specs:
i5 6600k
Gigabyte B250M-D3H
16GB kingston @2133
GTX 1050 ti

wait if i format the drive will it also delete boot manager too? because i want it to gtfo too
