how to format raw to fat32

hi, i have a 4gb micro sdhc sandisk card bt it shows 30 mb with raw file system. in cmd i can't create primary partition, chkdsk also useless...

Seems like a bad card than. Give it another try with http://www.pcdisk.com/download.html

Its showing up a message "format successful" bt actually it dont.......... or even could'nt create the partition
