How to format write protected USB drive ? Already tried many methods including Regedit, disk part etc.

Check to see if it has a physical switch for read-only.

If not or if it's not set to read only, the drive may be bad. You can try doing it in Linux, make a Linux Live boot disk, boot off it and try formatting it.
