How to full loaded a overload webpage to register something

This maybe seen as the dumb question but i don't know what to do now. My country open a website so parents can get a vaccine shot for their childrens. They open the website once per month and each month they provide 3000 vaccine shots for over 200k children. The problem is their have a very crappy server and the website is overload every single month and it crash continuously during the open time.
I never get lucky in this thing. I wait from the beginning until the end but i never get a shot for my child. Mostly i can see the text of the page, sometime i can see almost everything on the website to fill out the information, but the page need to be full loaded so i can choose the date and press the confirm button.
So what can i do now ? I got a decent internet speed but why i can't win this battle ? How can i have a little advantage before everybody else ?

I'm afraid you're stuck with the lottery. There is very little you can do to fix what is essentially an overloaded and underpowered/underconnected server.

All you can do is try to get on the instant it comes up and hope you can make it through the registration before the server folds.

The problem is on their end, not yours. There's pretty much nothing you can do for this, except keep trying.

And complain to the powers that be.
