How to get a normal gaming experience

Hello, I need your help to make my pc run smoothly. About a week ago I started playing GTAV. I could play offline with high settings and it didn't lag. But then I tried to go online and after some minutes it started to shutter more and more. I decided to change my cpu from i3-540 to xeon x3450 because of quad core. But the GTA online still starts to lag after some time playing and I don't know what to do. Maybe my rig is not too good? Also my cpu temperature is kindda high when playing ~83 of celsius and 45C when idling. MOBO's teamperature is high too - 100C. I dont know what to do.

OS: Windows 10 Pro
CPU: Intel Xeon x3450
GPU: Nvidia Geforce 750ti 2gb
RAM: 4gb
PSU: Micase SR400 total output 400W
MOBO: Intel DH55HC

You don't have enough Ram for GTAV, you need 8Gbs for it to run well.

But I think your motherboard only supports 2GB sticks as the highest capacity, so you'd need a 4x2gb kit: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231492

83 C is pretty normal for a stock cooler.
It has nothing to do with your stuttering problem IMO.

get more ram, luckily ram is pretty cheap. honestly if it were me i would fine the cheapest 4x2gb set of ddr3 and roll with it, that should fix some of your studdering issues. better CPU cooler and airflow is important as well, and also pretty cheap to do
