I assume you know for sure your system has Bluetooth?

You have to turn the Blue Tooth on.

If the PC won't transmit via bluetooth you can connect a bluetooth transmitter to the audio output. Use a Y splitter if you want local speakers to work too.

I have never heard of a Bluetooth dongle that hooks up to the audio jacks, every Bluetooth dongle that I have seen is a USB device.
