How to get computer to switch to active internet connection?

Is there a software utility which recognizes which wireless network is connected to internet and can automatically switch to it? Namely, I have 2 internet connections. If one goes down, I want computer to automatically disconnect from it and connect to back-up wireless network. As I live in rural area, primary internet frequently goes down overnight. Chances are, back-up connection will be working. I want a utility which will automatically switch to it so I do not lose data transmitted to me while connection is down and I was asleep, without knowing I had to switch to back-up.
 
Is it all wireless? If so, Windows does it on the fly. As far as transmission, that can't be guranteed, because the flow of data stops as soon as it gets disconnected. Some software (like browsers) have resume features that picks it back up where it was left, but again, not all the time.

If it is wireless, just have connect to both connections. And then select "Automatically connect to this network." Now Windows will allows look for the most recent network. If it can't find that, it will go down to the next. I tested this theory with my router using my 2.4ghz and 5ghz networks. If you have a Ethernet connection in, it will not switch over to wifi, but it will have "Limited connectivity" because you are connected to the LOCAL network, but not the Internet. Hopefully that makes sense.

I am not sure about software, but it is possible that it may not work, and would be a waste of resources.
 
Thanks for answer. Yes, it is all wireless. Unfortunately your suggestion does not work, as the wireless network is still there, just has no internet access. Therefore need a utility that will spot that and disconnect....but thanks for trying anyway.
