If you are looking to build up anything too impressive in your settlements, you are going to need to have some concrete on hand. There's a couple of ways to do this, and I'll outline them all below.

Method 1) Scrap cinder blocks and other junk around your settlements.
This method is by far the easiest, but cinder blocks you can scrap in settlements are a very finite resource. Hangman's Alley and Greygarden would be two good settlements to look into as having a lot of cinder blocks around that you can scrap for the required concrete. Once you have claimed the settlement, just go into the workbench menu and highlight the cinder block to scrap it, and it will go right into the workbench inventory for you.

Method 2) Find bags of cement.
This method is probably the hardest, and most unreliable, but occasionally you can find a good spot and hit a veritable gold mine of cement. Generally, check around industrial areas, like factories, or construction areas, and you can occasionally find a really good supply of cement during your travels and you can then just bring it on back home to work with.

Method 3) Purchase shipments.
This is the most reliable, but also the most expensive. If you have a lot of things you can trade, it can work pretty well though. There's a few general stores around where you'll be able to just purchase a shipment of cement, of various quantities. One of the first places you'll find is Connie at Abernacle Farms. Every few days you can pick up the shipments, and then just deposit them into the workbench of your choosing, and it will turn into the cement you need.

Method 4) Build your own traders who will sell the shipments.
This method is by far my favorite, because you can get a lot of cement all at once pretty reliably, but it is also very expensive. Keeping that in mind, it's also a great way to get just about any junk item in the game though. Pick a settlement that you want to specialize solely in the selling of junk items, and build up a bunch of level 3 trader stalls. You'll need rank 2 of caps collector and local leader in order to build these. Once you've got them all built, assign settlers to them, and every few days they'll each have new stock with a chance of the cement shipments, just bring a lot of caps, because you'll need caps just to build the store stalls too.

If you need a lot of cement, why not do all the above methods and stockpile the stuff? You'll be building giant cement castles in no time.
