How to get from 4 GHz to 3.50 GHz

I dont know what happened lately, but my CPU, I suppose overclocked by itself from 3.5 GHz to 4.0 GHz. I installed cosair link 4 software, where my h110i GT fans went crazy and my cpu temperature went from 34 - 36 degrees to 39 - 40 degrees. Is there a way to solve this? I havn't done any overclocking or touched anything with overclocking related stuff.

Solution
Based on what I see there this is what you should do to restore the factory default behavior as intended by the manufacturer.

Set the cpu ratio to Auto or 35. If it will allow you to set it to Auto, that is generally the default setting. If it will not let you type the word Auto into that field, then set it to 35.

Then, enable Turbo boost. Then, enable EIST right above turbo boost. EIST is Enhanced Intel Speed Step which allows the system to make adjustments to speed and voltage in order to save power and keep the CPU in a cooler, lower power state when it does not need to be used as much.

As to changes, there is no software that I am aware of, and especially not for an older system like yours, that can make changes to the bios...
There's nothing wrong with 40°C unless that's your base temperature at complete idle while sitting on the Windows desktop.

As far as the clock speeds are concerned, are you sure your clock speed is staying at 4Ghz or is it fluctuating from 3.5Ghz to 4Ghz, which is normal behavior?

Download HWinfo, run "sensors only" and watch the core speed sensor values to see if the core speed is static or is changing based on load. If it is changing based on load then it is normal and there is nothing to be concerned about.

If it is stuck at 4Ghz and does not change regardless of whether all programs are closed or what you are doing, then the first thing I'd do is check your power profile in control panel and make sure the profile is not set to "Performance". If it is, that's fine, but you might want to go into the advanced settings of the power profile and change the Processor power management minimum setting from 100% to 10%, and leave the maximum setting at 100%.

If that does not correct the issue then I'd suggest resetting your bios to default settings or triple checking that you have not installed any software that is automatically creating an overclocked configuration in Windows.


HWmonitor, Open hardware monitor, Realtemp, Speedfan, Windows utilities, CPU-Z and most of the bundled motherboard utilities are not terribly accurate, invariably, and in some cases. Some are actually grossly inaccurate, especially with some chipsets or specific sensors that for whatever reason they tend to not like or work well with. I've found HWinfo or CoreTemp to be the MOST accurate with the broadest range of chipsets and sensors. They are also almost religiously kept up to date.

CoreTemp is great for just CPU thermals including core temps or distance to TJmax on AMD platforms.

HWinfo is great for pretty much EVERYTHING, including CPU thermals, core loads, core temps, package temps, GPU sensors, HDD and SSD sensors, motherboard chipset and VRM sensor, all of it. Always select the "Sensors only" option when running HWinfo.

In cases where it is relevant and you are seeking help, then in order to help you, it's often necessary to SEE what's going on, in the event one of us can pick something out that seems out of place, or other indicators that just can't be communicated via a text only post. Run HWinfo and look at system voltages and other sensor readings.

Monitoring temperatures, core speeds, voltages, clock ratios and other reported sensor data can often help to pick out an issue right off the bat. HWinfo is a good way to get that data and in my experience tends to be more accurate than some of the other utilities available. CPU-Z, GPU-Z and Core Temp all have their uses but HWinfo tends to have it all laid out in a more convenient fashion so you can usually see what one sensor is reporting while looking at another instead of having to flip through various tabs that have specific groupings.

After installation, run the utility and when asked, choose "sensors only". The other window options have some use but in most cases everything you need will be located in the sensors window. If you're taking screenshots to post for troubleshooting, it will most likely require taking three screenshots and scrolling down the sensors window between screenshots in order to capture them all.

It is most helpful if you can take a series of HWinfo screenshots at idle, after a cold boot to the desktop. Open HWinfo and wait for all of the Windows startup processes to complete. Usually about four or five minutes should be plenty. Take screenshots of all the HWinfo sensors.

Next, run something demanding like Prime95 version 26.6 or Heaven benchmark. Take another set of screenshots while either of those is running so we can see what the hardware is doing while under a load.

For temperature monitoring only, I feel Core Temp is the most accurate and also offers a quick visual reference for core speed, load and CPU voltage:

Your CPU could go from the stock clock speed of 3.50GHz to a turbo frequency above 4.0GHz.
Your temps are very good and that is one of the reasons one core is reaching a turbo frequency of 4.0GHz.
You could either disable Turbo Boost in the BIOS or set Maximum processor frequency in Power options.
Since your temps are good you could use Corsair Link app to control the fan speed.
 




My base temperature suddenly swings from 39 - 44, and it keeps doing that without doing anything on my computer, furthermore, the 4 - 3.9 GHz stays fast, it does not sway from 3.50 to 4. (I have taken pictures of HWinfo for this case)

About checking the software thingy, the program called corsair link 4 is the program that software that completly messed up everything. It said something that it needed a reboot because of some changes, which is after this reboot that everything went messy. I didnt presume that it would overlock my rig by itself and mess my fans up completly. I am surprised that this program can mess so much up.

I checked the power setting, and it is set to balanced, so I assume that should not cause the problem.

I did not have this issue before, when I installed Corsair link 4 that's where everything went to be messy, I have a HWMonitor log from before I had this problem, maybe you can see the difference in there. :)

Also if I reset my bios, will everything related to CPU, fan etc go back to normal? Or will this software which you mention completly mess up everything, because I uninstalled Corsair link 4, but my fans kept running like a mess, so I needed to download SIV64 (I read for a solution on an another forum that siv can help) to control this madness. But even though I uninstalled CL4, my fans and CPU where set to this current problem.

Also to add, I have not changed anything in Bios, besides enabling Smart fan speed. Which of course did also not help on the problem with the fast fan speed that I had. I can only control my fans on my H110i GT by using SIV64, my bios cannot control them apparently anymore.

My base temperature suddenly swings from 39 - 44, and it keeps doing that without doing anything on my computer, furthermore, the 4 - 3.9 GHz stays fast, it does not sway from 3.50 to 4. (I have taken pictures of HWinfo for this case)
My bios "Click bios 4" Z97-G43 does not have an option that says turbo boost. And NEVER will I ever use the corsair link software again, its pure **** if it can mess everything up by itself.
 
You might not see the option that says turbo boost because MSI calls it "Enhance Turbo"
MSI Click BIOS 4 has the Turbo settings on the OC tab.
MSI "Enhance Turbo", allows a turbo boost on all cores...contrary to Intel Turbo Boost which allows only one core. That is the reason you might see an increase on temperatures, since all core are running at their max Turbo speed.
Enter the BIOS and change Turbo from Auto to Disable.

I suggested you use Corsair Link app to control the fan speed since you stated in your first post :

I have not encountered any issues with Corsair Link app.
The app comes with 3 profiles, Performance , Balance and Quiet, which are just fine for most users.
I created my own profiles that allows me to control the fans and temperatures depending on the usage of my system.
 
If you haven't made any changes to the bios yourself, then try resetting the bios to default values by turning off the computer, removing the CMOS battery for a few seconds and then reinstalling the battery. Plug the unit back in and power on. Go into the bios and configure any custom settings you need to. Save settings and restart.

I have a feeling that won't fix it though.

As to these other answers, resetting the bios won't always fix a clock issue, especially if a desktop application or overclocking utility is causing it. Programs like AMD overclock, when set to change CPU behavior from whatever is configured in the bios, will override those settings every time you enter the desktop environment, no matter how many times you reset the bios until you reset the application settings to default or stock values.

I suspect there must be an overclocking feature in Corsair link 4 or another desktop application, or some piece of the puzzle we are not seeing, otherwise some change must have been made in the bios.

Make sure the Corsair link profile is not set to performance. Set it to balance and see if the behavior changes.

You're right, it is called Turbo boost I was just stupid to miss that option in BIOS. Sorry. I have taken some screenshots of everything that is related to the CPU in the bios menu. Can you please tell me what to turn off and on etc, because I do not want to make a mistake and sent of my CPU on a journey to the graveyard.

About the software, when I set it to balanced, my H110i GT fans are going at crazy RPM speed when my CPU are at the mentioned temperatures. Of course I can use the custom profile for fans, but this has never been an issue before, I am just amazed that it could, by itself, overclock the CPU after a reboot, because it came with a pop up message which stated, "There have been made some changes" which I assumed were software related for an update, not to change my settings unknowingly.

If there is nothing that needs to be changed in the BIOS menu, then I will reset it to default, at least I can give it a try, else I will have to find a solution. :)

Based on what I see there this is what you should do to restore the factory default behavior as intended by the manufacturer.

Set the cpu ratio to Auto or 35. If it will allow you to set it to Auto, that is generally the default setting. If it will not let you type the word Auto into that field, then set it to 35.

Then, enable Turbo boost. Then, enable EIST right above turbo boost. EIST is Enhanced Intel Speed Step which allows the system to make adjustments to speed and voltage in order to save power and keep the CPU in a cooler, lower power state when it does not need to be used as much.

As to changes, there is no software that I am aware of, and especially not for an older system like yours, that can make changes to the bios settings from within Windows. It just can't happen. I would also get rid of that system information viewer you are using and download an actual thermal and sensor monitoring utility known to have broad and accurate compatibility, like HWinfo for the whole system or CoreTemp for just the CPU.

Alternatively, you might want to just reset the entire bios to default settings, and there should be an option to do so within the bios. If not, you can simply remove the cmos battery for a few seconds with the system unplugged, and then go back into the bios after reinstalling the CMOS battery and reconfigure any custom settings you might wish to configure.
