How to get internet at a place with no ethernet or wifi

i am going to move to a japanese high school dorm and i want to have internet access to access websites like tomshardware facebook and bf4. is there any way to get internet connection? i want a cheap solution that will let me do the above also all i want is at least 1 mb down and and 1 mb up with a ping under 300

If there's no ethernet, and no WiFi....you're alternatives would seem to be something through a cell phone, or satellite.
