How to get more fps in games

Hey Guys!I am currently running a gtx 660 on q9550 processor.Getting 32fps avg in ac syndicate on high and in night i get 38fps avg so my ques is if i upgrade to q9650 will i get fps boost in games? or getting a r9280x or gtx 960 would do the job?

No. A Q9650 might give you a perfomance boost of 2-5% which is pointless.

Just turn down the settings. You are at or maybe even below the minimum requirements, so all i can advice you is turning down the settings. You just cannot expect a +-7 8 year old CPU to run a 2015 AAA game on the highest settings.
