Question how to get rid of a RunDLL

I uninstalled my HP all in one printer software and now when window 10 starts up I get a RunDLL error. It's like a fragment of the program got stuck in windows start up some how View: https://imgur.com/a/CAc7ni6

I know I can just click it and it will go away but I would like to remove this error all together off the computer but I don't know where to look, the software is deleted, no trace of HP in programs or on C:

would a reinstall of window 10 be in order?
 
If everything else is working fine, a new install of Windows isn't necessary. Is this an HP computer or do you have any other HP components?
Go into task manager - startup, and see if there's any HP remnants there. If there disable it and reboot to check.

There are more advanced ways to hunt it down but they come with a bit of risk. If you don't know what you are doing you could cripple your system. Instead of hunting down registry entries manually I usually just use the excellent program by Sysinternals called Autoruns. Autoruns will find a lot of stuff - DON'T just delete things you've never heard of. Instead, only delete things you are 100% absolutely sure of and have done your research on.

HP also likes to install services (services.msc at the command prompt). Here's another place where you could easily cripple your system. There are command line ways to remove left over services but, again, only delete things you are 100% absolutely sure of and have done your research on.

It's not an HP, it is a Acer laptop. checked task manager > startup no HP publisher found. I understand the logic of whats going on, window is looking for this file and it is not there, for some reason the software didn't uninstall properly and windows thinks it is still there. I have been looking in windows there is no sign of HP software.
