It gets put there automatically when you have the sound card drivers installed. System Try by the clock. If you want to have it on the left instead of on the right, you can create a shortcut to the Sounds Control Panel applet.

If it is not there. Right click Taskbar/Properties/Customise notification area. Select the sound icon from the list

Select the option to make it appear on start menu..!
