Question How to get temps back down to 40-50c?

The ATI Radeon HD 5700 GPU that I have is a hotbox. At idle it sits at 65-70c and during gaming it sits at 85-90c, I used to have it at 40-50c under any load when it wasn't in a case. Does anyone know what I could do to get it back down to at least 50c? I even used a secondary fan to blow air directly to the back of the card and it still won't go below 60.
 
I have a 120 and 80mm SYS fans, both Foxconn.
Third card fan is an 120mm AVC.
The GPU fan itself I've set at 100% The other fans run at default speeds.
I don't know how hot it is in my upstairs work-room but it sure feels hot! Even with the fan on.
I'm not so sure about the case, it's an old aftermarket ATX case from 2009 that I got in a lot of computers a while ago.
Its been 50 or less ONLY when not in a case?
Yes, it has only been under 60c without the case.
 
Did you get the ATI 5700 with your Dell 9100 XPS as that was an OEM choice back than for that PC. I ended up getting one as well in one of my 9100's I bought and I was thinking sure as hell it was worthless but I keep it around as a bench tester. It does still game for what it was made for but your right that card throws some heat.

I do run daily a different GPU than the AMD 5700 but same cooling would work with whatever card.

On my Dells I have a 120 mm Be quiet mounted on the bar that is factory used from dell with that weird GPU holder latch from yester year.

The third picture down in link shows the bar. I removed the plastic GPU holder it's in the way for my needs.

So my fan blows in just under the CPU and above the GPU and fan is mounted to that bar in picture 3 in the link. It also keeps the heat down on the mother boards smaller heatsinks.

I do run with my side panel off because I do so much hand on in there I just find it easier on me to leave it off.

I currently have a GTX 1060 6GB and despite being in a very hot room it rarely exceeds 50ºC in games with
almost everything on Ultra. My previous card was an R7 240 2GB and it used to get a lot hotter on the same games such as ETS2 and Crysis 2.

I believe you would get much lower temps on an nvidia card.

PS: I use vsync at 60FPS to keep temperature down , try using vsync on your games at 60fps, this alone could
reduce your gpu temps by a lot. Also, my case doesn't have a single fan inside it, I simply keep its side panel open on my desk.
