How to get updates from a local PC on network ?

I run a computer refurbishment charity project and build Win 10 Pcs.
I need to download updates so I can complete the build process for a new PC but the updates from MS kill our entire business internet bandwidth (not just my workshop) so I want the new PC to get updates from a local PC (which is kept upto date) instead of MS.
Question1: does the new PC have to join the HomeGroup for this to work ?
Question2: Can I create more than 1 homegroup on a network as I cant seem to find out how to do it ??
Question3: Has anyone actually been able to prove if the updates download from a local pc ?

I had previously read the MS page about Delivery Optimisation but it only states "it will look for other PCs on your local network", but does not state if it needs to be in a Homegroup or some other settings.

That is why I suggested super user, as its one of the places i believe would know answer, tenforums might as well.

I would guess they don't need to be a homegroup, just on same network. I have it turned off so no idea if it works or not.

Good news !
Thought I would post an update.
I have now actually seen the Win10 1607 update being sucked from another local pc on my network with an upload speed on upto 98mb/s
It does not have to be in a home group. it only needs to have "PCs on my local network" switched on.
