How to ground yourself

This is my first custom pc build and there is a lot of controversy on how to properly use a anti static wrist band. Do I attach the alligator clip to the bare metal of the power supply when the psu is connected to the wall but not switched on, or can I just connect the alligator clip to the bare metal of the pc case itself?

Also, do you recommend using latex/rubber gloves along with the anti static band?

You just need to ground yourself the the level of the stuff that is around you, in the old days it used to be attach it to an unpainted part of your case, but now days pretty much all cases have a powder coat on the inside. So just attach it anywhere in the case and you will be fine. The whole power supply thing is just nonsense and doesn't really matter. I never use one and I haven't zapped anything in 15 years
 
I use an anti-static wrist band attached to the case or to my anti-static mat. I'd never ground myself to a power supply.

Oh, incidentally, will you have the PSU plugged in somewhere while grounding yourself or will it just be sitting there on the table next to you?

I have always just clipped the band to the PC case, no power connected. Running to the outlet gives a little more protection as it it truly grounded, but unless you are in a high static environment or standing on shag carpeting in your socks you really shouldn't need that level of grounding.

For situations where a grounding strap is not available I just make sure to touch the case before reaching for any components.

I used to use an anti-static wrap..(not sure of the controversy) but now a days I'm just careful and just use part of my giant desk in my office that has a rubber mat and just take my time.

I've never zapped any of my stuff without one on..I'd imagine as long as you're not working on carpet and rubbing a balloon on your head you'll be fine.
