How to have 2 separate mouses and keyboards hooked up to one PC?

I am going to be building a pc soon with 2 monitors, and I would like to be able to play games on one monitor, with a mouse and keyboard, while simultaneously looking up something, or browsing on the other monitor with a separate mouse and keyboard. Is this possible to do? I've seen some other people doing it but i'm not exactly sure.

This would be nice, but unfortunately, it isn't really possible for Windows to do this as far as I'm aware. Microsoft seems to not like the idea of multiple users using the same machine at the same time. It might be possible for 3rd party software to split your system like this, but I would expect compatibility problems with games.
