How to have scroll lock turned on my default?

My keyboard is an LED gaming keyboard, and uses scroll lock to turn on and off the lights. By default, my scroll lock is turned off upon booting the PC meaning the lights are not on my keyboard. Is there any way to have scroll lock turned on by default, so I do not have to turn the lights on manually every time I boot?

Thanks, this certainly seems to be what I'm looking for. For some reason the regedit isn't saving my value change from 0 to 4, so the scroll lock still isn't on. Is there a way to save the changing of the values?

Registry doesn't have a "save" function as it's not required.

All registry changes are dynamic so any changes should "stick" immediately, don't know why it isn't working for you.
