my specs are : i7-7700 CPU @ 3.60GHz , GeForce GTX 1070 Ti , 16gb RAM. Now i think i should be able to play GTA 5 on high settings with these specs but when i do i only get between 25-38 FPS , what do i do ? and is my pc good enough for very high and ultra settings on GTA 5 ?
 
Solution
It increases the internal resolution the game is running at, so it's essentially downscaling.

ie, if you're playing the game at 1920x1080 and you set the frame scaling to 200%, the game will be rendered at 3840x2160 (which is 4K) then downscaled to 1080p. It essentially multiplies the horrizontal and vertical resolution by whatever value you set.
I wouldnt touch it. increasing that will have a really big negative impact on performance

things like MXAA, TSAA, FXAA
forget what I said about the resolution scaling. if you dint touch it, it should be fine
ok i messed around with the settings, i turned on FXAA and turned off MXAA TSAA and now my fps is a lot higher but my gpu usage is down to like 50percent it was 100percent before

yeah, MSAA and TXAA will milk all your performance, and FXAA is the least demanding and looks good. About the GPU usage im not %100 sure but its not something to worry about. I know GTAV is a very CPU intensive game so that could be why. It could also have something to do with Vsync but again, im not %100 sure

my vsync is off, also whats the frame scaling ?

ah ok thanks dude i think i got everything figured out it was just the MSAA bringing my fps down
