How To Increase Fan Speed Of CPU?

I have a PC with Intel Core 2 duo E6550 processor. Currently my CPU Fan speed is around 2000 rpm. I would like to increase the rpm of my fan because my CPU is currently running in 82 degree C. And that is damn tooo hot. I'm worried about my system.... what should i do?

Should I purchase a new fan or what. I'm scared of using software like speedfan because they are not reliable. I have like 4 hard disks connected to the Mobo. Is that the reason why fan speed is slow.... please help????

There should be an option in your bios to change cpu fan speed

not knowing what fan you have, it could be the max speed for that fan. Have you thought about getting a different heat sink for you cpu? Which one are you using now?
