how to increase FPS

I have recently started playing WoT (World of Tanks) and currently get around 60-70 FPS with the setup I have in the bottom of my answers is there any way to boost it to around 80-90 without clearing my hard-drive as it has about 2tb of data , also is there anyway to lower my ping of around 90-120 that isn't ipconfig/dnsflush?

to lower ping, ask your ISP, to increase FPS w/out upgrade, tweak your configs in control panel to performance.
