Hello, as I only want to increase the font size for folders and filenames on desktop, I did not increase the scaling. Instead, I went to Settings->Ease of Access->Display->
"Make text bigger". However, letters on web browses and Windows UI also increased.

There are numerous 3rd party utilities for this. Personally I use WinaeroTweaker. Their website it a little tedious to navigate since they're trying to sell other stuff but when you come to the download winaerotweaker button its OK. When you run the setup program you can use the Portable option that just extracts the files so that it doesn't disturb your system.

Thanks. So Windows 10 does not have this capability. What is the different between Settings->Ease of Access->Display->"Make text bigger" and increasing the scaling in Settings->System->Display? They both seem to increase the font size of everything.

The display setting makes everything larger; for example I have a 4k display so I set this to 200 percent and another TV where I set it to 150 percent. The Ease of Access settings are for people with impairments and allow changes in the individual audio and video elements. I normally set Text Size to 125 percent. With WinaeroTweaker I usually set most font sizes to 12 points.
