How to install AMD Nitro R9 390 in new machine?

So I bought parts for a new machine running a EVGA Sr-2 board. I bought an AMD nitro R9 390 to pair with it. I hooked everything up on a test bench and everything light up giving no ram beeps or any sign of error. But the GPU didn't seem to turn on. The fans didn't start. I have 2 X 8 pin connectors powering it. The pci e port has a light that indicates it is getting power but am I doing wrong? I need some kind of display to install the drivers and os. Am I skipping a step?

If there is display coming up then it means that your GPU might only spin its fans at a certain temperature but if there isn't a display coming up then there is the possibility of it being a D.O.A. card. Or else it could be something. Also what cable are you using to connect the GPU to the display?
Edit: What is the PSU?
 
There's a possibility it's DOA but try taking the GPU off and see if the computer boots without it. Try the built in GPU. PSU = power supply unit. how much power do you have... AMD cards need a lot of power.,

So it would come down to seeing if the pc display boots without the GPU, Make sure the GPU is in the top PCIE slot and if it boots on the built in video drivers... try it again, make sure it's seated. If nope RMA it.
 

I thought about that with the fans but I should get something on the display I figured. I am testing with an older monitor so it's just a DVI cable.
 

The board doesn't have built in video so I can't test it. I bought the board used but there's nothing so far to make me believe it's the board. I will try another PCIE slot it's possible that it is in the bottom slot right now (depending on how you look at the board)
 
It's the CPU that has built in video and if there is a hdmi port or a DVI Port on the mobo then that's where you plug in to the onboard memory on the CPU. Not all CPUs have on board video though.
 


Yeah unfortunately the board doesn't have anywhere to plug in. Nothing I can see or find in the manual at least Here's the manual
