When i puts in 2 nd disk it starts downloading from steam

Well, it's a Steam game, and it's going to download. You could try taking the mahine off-line and installing from the discs, but I doubt that it will work. Steam installs use a lot of internet.

Where did you get it on discs in the first place? That's not their usual distribution method.
