No you can't use paste, the thermal pad is self-adhesive. Paste is only for items that can be screwed down like cpu cooler etc.
Well it depends. If that's one of those m.2 cards that goes in the motherboard right next to the gpu, and it's a hot running gpu, in a case with lousy airflow making the case into an oven, then sure, be worried.
If it's one of those m.2 that goes in the slot at the top of the mobo next to the ram, in a case with plenty of airflow over that area, then no, no need to be worried.
You can always use something like speccy to monitor drive temps.
