Can you install steam OS onto a normal computer

You can; any computer running x86 hardware can run SteamOS so long as it meets the minimum system requirements.

At the moment the steam community page says you need Nvidia, UEFI, and that the installer will delete everything on your computer. Look at the hardware requirements in the second question at the top.
