Hello, I recently got windows 11 and had issues so I wish to go back to windows 10, I clean installed windows 11. I would like to know if its possible (if so, how) install windows 10 without losing programs or files.

its not a common upgrade path to go backwards. So no.

You can move documents, music, videos, Pictures to another folder on another drive, and then point the corresponding library folders in 10 to them again, that would work.
But anything on the drive windows is on would be removed during clean install.
So if you have 2 drives, copy anything like steam games onto the other drive before starting. You don't lose as much then
